42 साल के शेख शाहजहां की इतने अपराधों के बाद भी गिरफ्तारी नहीं हो सकी है। यहां तक कि कलकत्ता हाई कोर्ट ने भी उसकी गिरफ्तारी के निर्देश दिए हैं। शेख शाहजहां की गिरफ्तारी न होने पर हाई कोर्ट भी हैरान है। पश्चिम बंगाल के संदेशखाली में ऐसी सैकड़ों कहानियां हैं। इन कहानियों में सिर्फ विक्टिम बदलती हैं, आपबीती सभी की एक जैसी है।

नॉर्थ 24 परगना जिले में आने वाला संदेशखाली ममता बनर्जी की पार्टी टीएमसी के नेता शाहजहां शेख का एरिया है। इस वजह से यहां की पुलिस और स्थानीय नेताओं का भी उसके सिर पर हाथ था।

मुख्यमंत्री योगी आदित्यनाथ ने भी कासगंज में हुए सड़क हादसे का संज्ञान लिया है और अधिकारियों को तत्काल मौके पर पहुंच कर राहत कार्य में तेजी से करने का निर्देश दिया है। सीएम ने घायलों के परिजनों के प्रति संवेदना व्यक्त की है।

मीडिया से मिली जानकारी के अनुसार ट्रैक्टर ट्राली में लगभग 40 से अधिक श्रद्धालु पुरूष, महिला व बच्चे भरे हुए थे और सभी लोग माघी पूर्णिमा पर ट्रैक्टर ट्राली में सवार होकर कादरगंज गंगा घाट पर स्नान करने जा रहे थे।

ट्रैक्टर सवार श्रद्धालुओं को लेकर चालक रियावगंज पटियाली मार्ग पर गढ़ई गांव के समीप पहुंचा था। बताया जा रहा है कि इसी दौरान ट्रैक्टर की रफ्तार अधिक होने के चलते चालक नियंत्रण खो दिया और अनियंत्रित ट्रैक्टर सड़क के किनारे स्थित एक तालाब में चली गई। तालाब में ट्रैक्टर जाने के बाद ट्राली पलट गई। ट्राली पलटने के चलते उसमें सवार लोग दब गए।

घटना की जानकारी मिलने के बाद आसपास से काफी संख्या में ग्रामीण पहुंचे और ग्रामीणों ने तालाब में डूबे लोगों को बाहर निकालने के साथ ही पुलिस को सूचना दिया। सूचना मिलने के बाद पुलिस मौके पर पहुंची और रेस्क्यू ऑपरेशन प्रारंभ किया गया। गंभीर रूप से घायल लोगों को तालाब से निकालकर अस्पताल में पहुंचाया गया।

बेंगलुरु। बेंगलुरु में जल संकट की समस्या बढ़ रही है। वहां पानी की किल्लत के कारण लोगों को पीने का पानी दोगुने दाम पर खरीदना पड़ रहा है। इसके अलावा, कुछ जलाशय सूख चुके हैं और कावेरी नदी के बेसिन में पानी का स्तर भी कम हो गया है । यह समस्या गर्मियों में और भी गंभीर हो सकती है । इसके निवारण के लिए उचित उपाय की आवश्यकता है।

बेंगलुरु में जल संकट के पीछे कई कारण हैं:
अतिक्रमण और अनियमित निर्माण: झीलों, तालाबों और नालों पर अतिक्रमण, जल निकासी की खराब योजना और बाढ़ के मैदानों के नियमन की कमी के कारण बेंगलुरु में शहरी बाढ़ का खतरा बढ़ गया है ।.

भूजल स्तर की कमी: भारत में भूजल स्तर में लगातार गिरावट आ रही है। चेन्नई और बेंगलुरु भारत के ‘‘केपटाउन’’ बनने की कगार पर पहुंच रहे है।

जल संग्रहण की कमी: भारत में हर साल 1068 मिमी बारिश होती है, जिससे करीब 4 हजार क्यूबिक मीटर पानी मिलता है, लेकिन वर्षा जल संग्रहण की कोई व्यवस्था न होने के कारण ये बेशकीमती पानी नदियों और नालों के माध्यम से समुद्र में जाकर व्यर्थ हो जाता है।

जल की गुणवत्ता: जल गुणवत्ता सूचकांक में भी भारत 122 देशों की सूची में 120वे पायदान पर है। इससे भारत में शेष बचे जल की गुणवत्ता का अंदाजा लगाया जा सकता है।
इन सभी कारणों के कारण बेंगलुरु में जल संकट की समस्या बढ़ रही है।

बेंगलुरु में जल संकट को दूर करने के लिए कई समाधान हैं:
जल संग्रहण: वर्षा जल संग्रहण की व्यवस्था को बेहतर बनाने की आवश्यकता है ।
जल संसाधन प्रबंधन: आवश्घ्यकतानुसार क्षीण जल संसाधनों की रक्षा और पुनरूद्धार, मुख्यधारा में एकीकृत शहरी जल संसाधन प्रबंधन, पानी के लिए समान और सुरक्षित पहुंच सुनिश्चित करने और बाढ़ के खतरों से जोखिम को कम करने के लिए संस्थागत और विनियामक सुधारों पर विचार किया जाना चाहिए।
जलवायु कार्य योजना: जलवायु कार्य योजना में जल सुरक्षा और लचीलेपन का समाधान होना चाहिए।
सार्वजनिक और निजी भागीदारी: शहर की सरकारों को सार्वजनिक और निजी भागीदारी, नगरपालिका ग्रीन बॉन्ड और अन्य नवीन वित्तपोषण तंत्रों का लाभ उठाते हुए, जहां उपलब्ध हो, बजट संबंधी निर्णय लेते समय जलवायु प्रभावों पर विचार करना चाहिए।
इन सभी उपायों को लागू करके बेंगलुरु में जल संकट को कम किया जा सकता है।

गोरखपुर । उत्तर प्रदेश के गोरखपुर जिले के एक अस्पताल में एक मृत व्यक्ति का इलाज किए जाने का मामला सामने आया है। रामगढ़ ताल थाना क्षेत्र में बने यीशू अस्पताल में मुर्दे का इलाज किया जा रहा था, ताकि परिजनों से ज्यादा से ज्यादा पैसा वसूला जा सके। वेंटिलेटर पर लिटाकर मृत व्यक्ति का इलाज किए जाने के बाद अस्पतल प्रशासन ने पीड़ित परिवार को 60 हजार का बिल थमा दिया।
मृतक के बेटे के रामईश्वर मुताबिक, पहले अस्पताल स्टाफ ने 5000 रुपये लिए, फिर 20 हजार, बाद में 60 हजार तक के बिल बनाए। हम लोगों को नहीं बताया गया कि पिता जी मर चुके हैं। उन्हें ऑक्सीजन सपोर्ट, वेंटीलेटर पर रखा गया था। जब छापा पड़ा तो पता चला कि हमारे पिता मर चुके हैं। बावजूद इसके उनका इलाज किया जा रहा है।

रामईश्वर ने आगे कहा कि जो होना था वह तो हो गया। हम लोग क्या कर सकते हैं। लेकिन अब दोषियों को कड़ी सजा मिलनी चाहिए। हम बस यही चाहते हैं। वहां पर दो-तीन और मरीज थे, उनसे भी कई लाख रूपये लेकर इलाज किया गया था।

अस्पतालों में ऐसे घटनाएं होना निश्चित रूप से सामान्य नहीं है, और यह अनैतिक और घातक होता है। अस्पतालों का मुख्य उद्देश्य रोगियों का इलाज करना होता है, और वहां के चिकित्सकों और कर्मचारियों का ध्यान रोगियों की सेवा में होना चाहिए। ऐसे घटनाओं के खिलाफ सख्त कानूनी कार्रवाई की जानी चाहिए ताकि लोगों की जान और स्वास्थ्य की सुरक्षा सुनिश्चित हो सके। ऐसे अस्पतालों के खिलाफ कानूनी कार्रवाई की जानी चाहिए।
