The central government has given very good news to its employees. Now the limit of higher allowance and hostel subsidy for children’s education has been increased to the central government employees. Recently the Central Government had also increased the Dearness Allowance. After this, before the announcement of elections, many state governments had also announced DA hike for their employees. The increased DA came into effect from January 1, 2024.

Education allowance increases due to DA
The Personnel Ministry, in an order on Monday, informed about increasing the limit of education allowance and hostel subsidy. Citing a 2018 guideline, the ministry said that the order provides that whenever the dearness allowance in the revised salary increases by 50 per cent, the limit of children’s education allowance and hostel subsidy will naturally increase by 25 per cent. The ministry said that in view of the increase in dearness allowance of central employees from January 1, 2024, information is being sought about the amount of children’s education allowance and hostel subsidy.

Increase in education allowance and hostel subsidy
The Personnel Ministry has said in its order that now the amount of reimbursement of children’s education allowance, irrespective of the actual expenses incurred by the government employees, will be Rs 2,812.5 per month and hostel subsidy will be Rs 8,437.5 per month. Apart from this, change in the amount in special circumstances has also been mentioned. The ministry said that these amendments are effective from January 1, 2024.

HRA had increased along with dearness allowance.
Before Holi, the central government had increased the dearness allowance of government employees and pensioners from 46 percent to 50 percent. This decision was taken in the cabinet meeting chaired by Prime Minister Narendra Modi. This dearness allowance was extended from January 1 to June 30, 2024. Along with this, the House Rent Allowance (HRA) of central employees was also increased. Now HRA has increased to 30 percent, 20 percent and 10 percent.

Admiral Dinesh Kumar Tripathi, a veteran naval expert, took charge as the 26th Chief of the Indian Navy on Tuesday (April 30, 2024). He succeeds Admiral R. Hari Kumar, who retired after a distinguished career spanning four decades.

Early Career and Achievements

Before assuming the role of Navy Chief, Admiral Dinesh Kumar Tripathi served as the Vice Chief of the Indian Navy. Prior to taking up this responsibility, Admiral Dinesh Tripathi paid homage to the martyrs at the National War Memorial. He was also honored with the Guard of Honor at South Block in Delhi.

Background and Education

Admiral Dinesh Kumar Tripathi was born on May 15, 1964. He received his education from the Military School in Rewa, Madhya Pradesh. A former student of the National Defense Academy, Khadakwasla, Vice Admiral Dinesh Kumar Tripathi has also undergone courses at the Naval War College in Goa and the Naval War College in the United States. According to the Ministry of Defence, he joined the Indian Navy on July 1, 1985. With a career spanning nearly 30 years, Vice Admiral Dinesh Kumar Tripathi has specialized in communication and electronic warfare. He has also commanded Indian Navy ships such as Vinash, Kirch, and Trishul.

Guard of Honor bestowed upon Indian Navy Chief

Before assuming the position of Vice Chief of the Navy, he served as the Flag Officer Commanding-in-Chief of the Western Naval Command. As Rear Admiral, he also served as the Flag Officer Commanding Eastern Fleet. Admiral Tripathi has also held the position of Commandant of the Naval Academy, Ezhimala. He has been honored with the Ati Vishisht Seva Medal (AVSM) and the Nau Sena Medal.

N Bhaskar Rao, President of Center for Media Studies (CMS), a non-profit organization which has been monitoring election related expenses for the last 35 years, has made this claim. He says, the estimated expenditure in this Lok Sabha election is expected to reach Rs 1.35 lakh crore. Which is more than double the Rs 60,000 crore spent in 2019.

More expenditure on public meeting
Bhaskar Rao says that this expenditure includes all direct or indirect expenses related to elections including political parties and organizations, candidates, government and Election Commission. Rao told TV9 Bharatvarsh that he revised the initial expenditure estimate to Rs 1.35 lakh crore from Rs 1.2 lakh crore. This includes post-disclosure figures of electoral bonds and accounting of all election-related expenses.

Expenses start even before the election is announced
Bhaskar says, now leaders do less door to door campaigning in elections. Instead of that, now they spend more on public meetings. He said, election expenditure has increased very rapidly since 2014. The reason for this is corporate. Apart from this, now a lot is spent on workers. Now local leaders are less, leaders from outside get more tickets. That’s why the expenses also increase.

Estimated expenditure per voter is Rs 1400
According to CMS President, expenses start happening even before the announcement of elections. Political rallies, transportation, appointment of workers, everything is spent. He said the Election Commission’s budget for managing the elections is expected to be 10-15 percent of the total expenditure estimate. With 96.6 crore voters in India, the expenditure per voter is estimated to be around Rs 1,400.

More than the expenses of American elections
This expenditure is more than the expenditure on the 2020 US elections, which was $14.4 billion or approximately Rs 1.2 lakh crore. The most important thing in all this is that the parties show less expenditure to the Election Commission. Whereas the expenses are quite high.
